The abdomen and hind wings are around 22- and 38-millimeter-long respectively. The entire body is brilliantly metallic deep blue. Its abdomen is thin and short in brilliant black color. In terms of wings, a quarter of the end of fore wings and the front ends of the hind wings are transparent, and rest of the part is glossy black. Hind wings are distinctly wide, venation is brown and the edge patterns are dark brown.
Larvae inhabit in lake or swamp full of water plants. They have very big hind wings and their flying looks like a butterfly, which is why they are named Butterfly Dragonfly (rhyothemis fuliginosa). After mating, females lay their eggs just like sliding over water.
